Our Mission

The Colorado Short Term Rental Association is a 501(c)(6) organization that advocates for fair, balanced, and equitable policies that protect the rights of property owners and managers, strengthen local communities, and ensure the long-term sustainability of Colorado’s short term rental industry.

Our vision

We envision a Colorado where short-term rentals coexist with thriving neighborhoods, contribute to local economies, and remain a valued part of the state’s tourism and hospitality landscape for generations to come.

Our story

The Colorado Short Term Rental Association (COSTRA) was founded out of the Colorado Lodging and Resort Alliance (CLARA), a statewide coalition of professional property managers, vacation industry operators, employees, and supportive organizations. CLARA worked to advance fair and effective policies that enhanced industry standards, promoted best practices, and stimulated the economic impact of Colorado’s tourism industry.

As short-term rentals became an increasingly vital part of Colorado’s tourism and housing landscape, it became clear that a dedicated association was needed — one focused solely on protecting property rights, supporting STR operators, and ensuring that the sector continues to thrive alongside strong and vibrant communities. COSTRA builds on CLARA’s legacy of advocacy and collaboration, carrying forward the same commitment to working with local, state, and federal policymakers to create fair and effective regulations that benefit both STR operators and Colorado’s communities.

Julia Koster

Julia Koster

Executive Director

Julia Koster serves as the full time Executive Director for COSTRA, keeping the organization running and ensuring efficiencies across statewide advocacy efforts. Julia has served as the Executive Director for the Summit Alliance of Vacation Rental Managers since 2021 and joined CLARA as executive director in 2024 to aid in alliance development, public affairs, government relations and grassroots advocacy. Prior to working in advocacy, Julia worked in the vacation rental industry in roles including Director of Business Development and Director of Sales for property management companies in Breckenridge, Colorado. She has a keen understanding of the vacation rental industry, business acumen to keep our organization running smoothly, and has rapidly developed positive working relationships with lawmakers and their staff. As the olive branch promoting positive engagement in policy development, Julia is a strong and knowledgeable advocate for vacation rentals who can quickly advance relationships with key decision makers in our government.
